The Environmental Site Assessment process is implemented in phases to provide an iterative approach to the assessment and ultimate conclusion about the environmental site conditions.

The first phase is an evaluation of historical and current land use to identify actual and potential site contamination. The Phase I ESA involves the evaluation and reporting of existing information collected through records review, site visits and interviews. Pending the outcome of the Phase I ESA a Phase II ESA may be required to further assess the area.

The Phase II ESA is conducted to ground-truth the potential presence of contaminants of concern identified during the Phase I ESA. The Phase II ESA can involve geophysical surveying followed by intrusive soil and water sampling and laboratory analysis. Results of the Phase II ESA are used to either confirm that the site is free from contamination or as the basis for remedial action planning.

A Phase I and Phase II ESA may also be conducted on new developments to determine historic site conditions and to asses local geology and ground water conditions for site suitability for the proposed development.
